Expatriates, or the so called white-collar workers with a job in a country other than their home country usually adapt very slowly to the local culture and they are looking for places that are common even in their home countries.
I am still in China on a business trip, and after two weeks I somehow get into a McDonald's fast food restaurant. Impressively, I have not seen such a high rate of non-Chinese people in one place at the same time in China so far! Of course, I know it is not only expatriates, but many businessmen as well! I would exclude the tourists, this is not exactly the quarter for the tourists.
I still remember that when I went for Erasmus Program during my undergraduate studies, I went to a country completely unknown for me, where I had never been before. I did not know the local customs and just because I knew McDonald's, I went there everyday during the first weeks. In a certain sense, if you are an exchange student, it is just like being an expatriate, so again, conclusion: if you are taking an international job, go to McDonald's to find expatriate colleagues! :)

But for real expatriats better the local Irish Pub! :)
